Is it illegal to drive with a working headlight that has the lens/clear plastic cover busted out?

Nope, but the first time water hits that bulb, POOF! Your bulb is history... Had it happen and it was no fun... You can get aftermarket headlgiht covers cheaper than factory, learned tha also. Factory covers are VERY expensive.
